I can help you with federal, state and local grants and their associated procurements, contracts and finances.
My expertise includes grant applications, financial and narrative progress reports, environmental reviews and other documents required for federal or state compliance for government contracting.
As grant manager for a public agency, I administered more than $66M in federal and $22M in state grants, and met all federal and state audit requirements. I previously held positions as contract administrator, director of statistics, manager of information systems, civil rights and minority business enterprise officer, procurement manager, and LAN administrator.
I also have extensive experience in the aquatic food production industry, as director of commercial research and as a consultant to many shellfish aquaculture operations in the US and Chile. I developed business plans, analyzed systems, created commercial production protocols and procedural manuals, assisted in hatchery and field grow-out techniques, and designed food culture facilities.
As co-chairman of the USDA Technical-Industry Advisory Committee, I provided the Northeast aquaculture industry perspective and editorial review for USDA of 12 major regional projects involving 76 institutions. I also directed the administration of grants/contracts for economic (aquaculture) development for Wampanoag Tribe on Martha's Vineyard, MA.
